Mayor Tarver had a hard time supporting Measure B, but he would not stand in the way
of it. He said the way Highway 84 was currently proposed was a negative for Pleasanton. Also
the west Dublin BART station is gone. The subsidy per passenger concerned him. He did feel
though that Council should support letting the Board of Supervisors take this measure to the
voters.

Ms. Michelotti expressed her concern about Highway 84. She would like to see it
become a four lane road. But if only three lanes were developed, then two could go south in
the morning and two could go north in the evening. She said there needed to be a two lane
capacity going one way through Pigeon Pass. She asked what would happen if the resolutions
were conditionally approved?

Mr. Wasserman said if Council approved Exhibit A, the Transportation Authority and
Board of Supervisors could not count it as approving the plan, unless the plan was taken back
to all the other cities and changed. In terms of approving the plan and following the time line,
Exhibit B would have to be approved.

Tom Blalock, BART Director, District 6, said Pete Snyder was working on additional
parking for the Pleasanton-Dublin BART station. He was proud of the cities that put all of the
money into major regional transportation projects. He urged Council to adopt the additional
wording Ms. Monsen mentioned.

Ms. Dennis asked if he knew how much money had been spent on the west Dublin BART
station.

Mr. Blaiock did not know the exact figure, but he thought it would take approximately
$38 million to complete the station.

Ms. Dennis was concerned about the amount of money that had already been spent on
the facility and that it would be wasted because the station would not be completed.

Mr. Blalock felt the money invested would encourage the system to find the funds in the
future.

Ms. Dennis was serious about finding a funding source.

Mr. Blaiock said BART was serious too.

Ms. Michelotti said TVTC had set aside $5 million for the parking at that station.

In response to Mr. Pieo's questions, Mr. Fay said the way the formula works for what
Alameda County would pay has to do with the percentage of patronage. The number quoted
before for the overall service for all passengers ($3.45), would be the same subsidy for Alameda

Pleasanton City Council 2/17/98
Minutes 32
