reasonable question for which he did not get an answer. He was disappointed and felt the public
should be disappointed too. As an elected official he thought he would get the respect of an
answer. He said he would not support the program without the answers.

Mr. Fay said he was unaware the he wanted the ridership from this area. He said the
overall ridership projected annually from all the places is about 600,000. Daily ridership for
the service is about 1200 in the a.m. and 1200 in the p.m. Of that 1200, approximately 30%
is from the Livermore Valley.

Mr. Pico said 20 million dollars of Measure B money would be spent to send 300 people
per day from the Tri-Valley area to the Santa Clara area.

Mr. Fay said it is about $1.3 million per year.

Mr. Pico reiterated that 20 million dollars would be spent to send 300 people per day and
that did not count the additional money from CMA and from the Tri-Valley transportation fee.
He found this amount to be excessive. He said there could be ten subscription buses to the exact
same location in the exact same time frame for a lesser amount. He asked that the calculations
be done and the information be available before it went to the voters.

Mayor Tarver asked him to do the calculations now.

Ms. Michelotti asked if he had taken into account future increases in ridership.

Mr. Pico was asking what the projections on the number of passengers would be.

Mr. Fay said one thing about a rail service is that it would not cost that much more in
terms of operating costs to add more people. He said it gets better with more people.

Ms. Michelotti said the whole objective of the San Joaquin rail was to remove cars from
the Sunol Grade.

Supervisor Scott Haggerty said Measure B is a process that has taken eighteen months.
Forty people tried to put together a transportation plan that they believed would work. We all
have different concerns and different issues, but when you look at this plan, Measure B offers
something for everyone and he believed the voters had the right to vote on it. He said he would
relay Mr. Pico's concerns to the Board. In order for subscription bus service to work, the buses
would need a clear lane to Silicon Valley. Unless Measure B was passed there would not be an
HOV lane, so the bus would be stuck in the same traffic as individual cars. He supported
subscription bus services, but it was not the cure all. We need to move people from affordable
housing in San Joaquin Valley to jobs in Santa Clara. He said there is something for everyone
in Measure B and he believed it was good enough to send to the voters.

Pleasanton City Council 2/17/98
Minutes 31
