Mr. Pico asked if he knew what the corresponding rate was for Wheels subscription bus <br />service. <br /> <br /> Mr. Fay did not know. <br /> <br /> Mr. Pico said the figure he had was 100% from the farebox on the subscription bus <br />service. <br /> <br /> Mr. Fay said subscription bus services tended to do well because the driver did not have <br />to be paid. The driver is the employee of the place it is going to. On the other hand, the bus <br />sits all day at the employment site. In terms of subsidy per passenger: Altamont - $3.45, BART <br />express bus - $2.71, Cat Train - $3.74, BART - $1.40 and for LAVTA fixed route - $4.21. <br />The farebox recovery rate is in the right order of magnitude for a rail service. It also appears <br />to be comparable to the other services. <br /> <br /> Mayor Tarver asked if he knew that one of the opponents of Measure B said that it was <br />a $75 subsidy per rider for BART to extend to Warm Springs. What would the rate be when <br />you add in the $50 million a mile for the BART track extension? Is this included in the above <br />figures? <br /> <br /> Mr. Fay said there is no amortization of capital investments. It was generally not done <br />with transit operations. He said a fixed rail service is a heavy capital investment and for that <br />reason, it has high farebox recovery. <br /> <br /> Mayor Tarver asked if anyone had done a comparison between capital and operating costs <br />to derive a cost per passenger? <br /> <br /> Mr. Fay said the federal government made an attempt. The assumption is to take out <br />already existing riders and only count new riders. He said this makes the figures higher. <br /> <br /> Mr. Pico was bitterly disappointed that his request for cost information was being <br />ignored. He asked the question at a LAVTA Board meeting with the understanding that this <br />information would be given at this meeting. To not have his questions answered was a <br />disservice and a disgrace to the process. He was greatly disappointed. <br /> <br /> Mr. Fay said he was not at the LAVTA meeting and asked Mr. Pico what his question <br />was. He thought his questions were being answered. <br /> <br /> Mr. Pico wanted to know how many riders were projected to leave the Tri-Valley area <br />on a daily basis. His question was the daily ridership on the program and what the average cost <br />was for providing the service. He wanted to know the total dollar amount of subsidy from the <br />Alameda County Area 4 and what the average subsidy per rider would be. He asked what it was <br />costing to send an approximate amount of riders per day to Santa Clara.
