Ms. Monsen said the plan clarifies that the Pigeon Pass area will be a two lane roadway <br />with passing lanes to eliminate the substandard grades and curves in the area. The project <br />funded with sales tax funds would be a two lane road. <br /> <br /> Ms. Michelotti said if TVTC funds were to enhance that, would there be approval for <br />four lanes? <br /> <br /> Ms. Monsen said part of the reason this project is described the way it is, is because the <br />TVTC fund is not fully in place yet. She would expect TVTC funds to expand upon the project <br />description. <br /> <br /> Ms. Michelotti asked if an adjustment could be made to the plan when the funds are in <br />place? <br /> <br /> Ms. Monsen said the new agency could consider expanding the project to four lanes. She <br />said it was possible to amend the plan. <br /> <br /> Mayor Tarver asked what kind of process went into amending the plan after voter <br />approval. <br /> <br /> Zack Wasserman, General Counsel for the Transportation Authority, said the procedure <br />for amending the plan is that the new Authority could consider it. It needs to provide 45 days <br />notice to the cities and counties before putting the new amendment in place. It would not have <br />to come back for a formal vote, but it would come back for notice, input, comment and the <br />political process. It could start as soon as the new agency decides. <br /> <br /> Mr. Pico commented the new agency would have an unlimited right to amend the plan. <br /> <br /> Mr. Wasserman agreed, except for the 45 day notice. <br /> <br /> Mr. Pico asked if there would be a process for appealing, or just noticing that the plan <br />was going to change. <br /> <br /> Mr. Wasserman said just the notice. <br /> <br /> Mr. Pico had a question about the amount of subsidy per rider for the Altamont <br />Commuter Express. <br /> <br /> Dennis Fay, Congestion Management Agency Executive Director, said 54% of the <br />revenue would be derived from the farebox divided by the operating cost for the system. He <br />mentioned other actual costs observed for the following systems: BART express bus - 14%, Cal <br />Train - 33%, BART - 49% and bus system - 14%. <br /> <br />Pleasanton City Council 2/17/98 <br />Minutes 29 <br /> <br /> <br />
