(SR98:42) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Christine Monsen, Transportation Authority Director, said she needed the majority of the <br />affected cities to approve the plan so the Board of Supervisors could consider puffing the <br />measure on the June ballot. It will be a continuation of the 1/2 cent sales tax that is in existence <br />now and would start being collected in the year 2000. She was here to ask Council to approve <br />the expenditure plan and to request that the Board of Supervisors place it on the June ballot. <br />There measure must be approved by a 2/3 majority of the voters for the tax to take affect. A <br />new agency will be formed to administer the continued sales tax, which will be similar to the <br />existing Board. A new component to this expenditure plan is that a citizens' watchdog <br />committee will be formed to oversee all the financial transactions of the new agency that will <br />report directly to the public. She urged the Council to support the plan. She felt it would be <br />a benefit to the City. She mentioned that the ACTA Board would be considering this month a <br />revised project description for the BART rail extension to Warm Springs, to clarify that BART <br />is the project sponsor and has until the year 2000 to secure funding. If it cannot secure funding, <br />it could ask for one year extensions. In addition, the City of Fremont has asked for the title for <br />the project be changed to BART Warm Springs extension to clarify that the intent really is to <br />build the Warm Springs extension. She asked Council to approve the revisions as well. She <br />said part of what the Board will consider was how many cities have endorsed the revision. <br />BART, as a project sponsor, came forth. <br /> <br /> Mayor Tarver asked if Highway 84 was a sponsored road. <br /> <br /> Ms. Monsen said the City of Livermore was sponsoring Highway 84. <br /> <br /> Ms. Michelotti said that when Measure B was adopted, it was intended that Pigeon Pass <br />would be a four lane road.
