agreed with preserving the rural area. She also requested a pathway similar to the one on <br />Martin Avenue rather than a hard sidewalk. She also wanted to know if the utilities would be <br />undergrounded in the future. <br /> <br /> Ms. Dennis thanked Greenbriar and the neighbors for their comments. Her preference <br />on the road alignment was alignment A. She understood the importance of the Specific Plan. <br />She agreed that the Planning Commission should comment on where the secondary units should <br />go and what they would look like. She felt the secondary units were a good thing for families, <br />care givers, and as a way to accommodate affordable housing. She did not want to burden the <br />golf course with infrastructure costs if possible. <br /> <br /> Ms. Michelotti asked if she had any direction for Planning Commission in regards to the <br />secondary units. <br /> <br /> Ms. Dennis said the only restriction she had was not to have secondary units on the north <br />border. She wanted the Planning Commission to determine what lots the units could be <br />reasonably built on. If it was a considerable number then the number could be discussed. <br /> <br /> Ms. Michelotti mentioned other properties outside this development that wanted the 75 <br />foot setback preserved and believed this would be reviewed on a case by case basis. <br /> <br /> Ms. Ayala felt it would have been better if the Specific Plan had been followed. She <br />supported the original A road alignment. She would like the financing package reworked so the <br />golf course is not burdened with infrastructure costs. She believed the golf course was an <br />amenity to Greenbriar's development. She had good faith that the developer would put forth its <br />best efforts. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, that the plan was in <br />compliance with the affordable housing goals of the General Plan and the Specific Plan and <br />the in-lieu fees were appropriate. <br />The roll call vote was as follows: <br />AYES: Councilmembers ~ Ayala, Dennis, Michelotti, Pico and Mayor Tarvet. <br />NOES: None <br />ABSENT: None <br />ABSTAIN'. None <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, to approve alignment "A" <br />option as originally proposed in the North Sycamore Specific Plan. <br /> <br /> Mayor Tarvet wanted all parties to reach satisfactory agreements and to make sure <br />Condition 6 makes this happen.
