He did not want to put any <br />specific restriction on the use of secondary units. <br /> <br /> Mayor Tarver had a concern with the golf course being burdened with paying half a <br />million dollars for infrastructure to help the financing plan for this project. He was looking for <br />the development to help. He said the Sportono and the Lund property and anything to the east <br />that did not have a PUD approval was not a guarantee to help pay for the infrastructure. He <br />said the financing plan has to be solid and not provide expectations for specific numbers of units. <br />The public hearing tonight was only for Greenbriar's project, not the whole Sycamore area. To <br />address some of the concerns brought up in regards to secondary units, he felt it would be better <br />to have the Planning Commission recommend where they should go, which properties would <br />have them, and other design factors. Regarding affordable housing, he felt the secondary units <br />were necessary to show the State that the City of Pleasanton was trying to meet its affordable <br />housing requirements. He understood the neighborhoods did not want it, but if not here, then <br />where. If everyone takes that position, how can the City accomplish its General Plan. He <br />wanted to confer with the City Attorney in regards to the road and did not like having to decide <br />against one property owner. <br /> <br /> Ms. Ayala asked if he honestly believed, given all the work and alternatives for the road, <br />that everyone could be happy. <br /> <br /> Mayor Tarver hoped so. <br /> <br /> Ms. Ayala believed the developer was working in good faith and was planning to sit <br />down with the property owners to fai~y compensate them for any land that will be taken. She <br />said if the road alignment was the problem, then the developer would be hard pressed to make <br />agreements with everyone on all the alternatives. She said after Council made its decision in <br />regards to what alternative to use, then the developer could make the agreements with the <br />property owners in question. She also believed the developer knew that Council did not want <br />to condemn anyone's property and would move forward in that respect. She wanted to make <br />sure in the financing plan the City was working toward the goal of fulfilling the contract with <br />the School District. <br /> <br /> Mr. Pico supported the original road alignment. <br /> <br /> To answer the prior question, Ms. Michelotti stated that the lot size was less on old <br />Sycamore Road to accommodate the open space available and the reconfiguration of the creek. <br />She would like to keep the secondary units as part of the plan. She agreed with being specific <br />to the lots along the north border but to keep flexibility within the development. She addressed <br />the need for affordable housing. She had a concern with the number of units listed in the <br />financing plan and felt the City has to take some of the responsibility in regards to the <br />infrastructure costs because the golf course would generate more traffic. She supported the <br />secondary units. She wished there had been an agreement in regards to the road alignment.
