Ms. Michelotfi said Council should follow through on the action before them, and address <br />the east side specific plan study at another time. She said there were two options before Council <br />this evening and it should choose one. She did not want the ordinance to go to the ballot <br />because she felt it was obvious what the outcome would be, so why have an election that would <br />be very costly for the community. <br /> <br /> Mayor Tarver said he would like to rescind the ordinance and direct staff to refer the <br />concept of the east side specific plan to the Planning Commission for its comments. He believed <br />the rest of the Council agreed with him. <br /> <br /> Ms. Dennis supported an east side specific plan study and referring it to the Planning <br />Commission. She welcomed a solution that would circulate the traffic through the entire area. <br /> <br /> Ms. Ayala commented Martin Avenue was not made a through street because the citizens <br />did not want it. If the road had gone through, traffic would circulate down Martin Avenue from <br />the Stoneridge area onto Mohr and out onto Santa Rita. She wanted the community to <br />understand that if the east side specific plan study is done, the community may end up with more <br />traffic circulating through the neighborhood than what was proposed. <br /> <br /> Mayor Tarver felt if the traffic was circulated correc~y it would not cause problems in <br />other areas. He hoped the specific plan study would satisfy the neighborhoods. When a <br />development plan comes back, he will be looking for affordable housing. He said the Council <br />has to abide by the General Plan, but if the General Plan needed to be changed, he certainly <br />wanted everyone to have the opportunity to look at a specific plan and be satisfied with it. <br /> <br /> Mr. Pico made a substitution motion, seconded by Ms. Dennis, to repeal Ordinance <br />No. 1731 and directing staff and the Planning Commission to initiate the process to <br />establish an east side specific plan study. <br /> <br /> Ms. Ayala wanted to understand what purpose she served and 300 citizens served on the <br />Steering Committee, if the General Plan, which was approved last year, was now being changed. <br /> <br /> Ms. Dennis said the General Plan review was a great process that involved a considerable <br />amount of people, but no plan is perfect. She liked the concept of an east side specific plan that <br />might work out the problems with circulation. <br /> <br /> Ms. Ayala wondered where the process stopped. The Steering Committee, the Planning <br />Commission and the Council all approved the project. It has been referended because of traffic <br />concerns and that is what we need to review. <br /> <br /> Ms. Dennis said the project was referended and that was a direction to Council.
