Mayor Tarver said on March 3 Council will address cut through traffic issues. <br /> <br /> There was no further public testimony. <br /> <br /> Ms. Dennis agreed with rescinding the ordinance and pursuing an east side specific plan. <br />She felt it should be discussed at a separate meeting, to allow the public to comment. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Michelotti, to rescind Ordinance <br />No. 1731. <br /> <br /> Ms. Ayala agreed with Ms. Dennis, but felt it was important that all councilmembers <br />agree to rescind the ordinance. She agreed that if the traffic is corrected in one area, a problem <br />is created in another area. She mentioned if the ordinance were to be on the ballot it would cost <br />the city approximately $24,000. <br /> <br /> Mr. Pico said the referendum proponents have given the city an outline which listed their <br />requests. He understood the proponents wanted either the ordinance on the ballot in June or a <br />commitment from the city to prepare an east side specific plan study. He asked if Council had <br />the ability to establish an east side specific plan tonight and if not, to put it on the next agenda. <br />Then in conjunction with the action that would establish the east side specific plan study, take <br />action to rescind the ordinance. He said the citizens have told Council what it is they want and <br />Council should respect their wishes. <br /> <br /> Mayor Tarver felt to rescind the ordinance was appropriate. His intention was to set up <br />an east side specific plan study process, but to refer it to the Planning Commission for its <br />recommendation before the Council took any action. He would like to rescind the ordinance <br />because the people have clearly stated what they want. He did not want to put it on the ballot. <br />He supported initiating a comprehensive study of the east side. He understood the requests of <br />the petitioners but was not prepared to choose option one or two tonight. He asked legal counsel <br />how long Council had before it had to take action after certification of the signatures? <br /> <br /> Mr. Roush said the Elections Code did not state any particular time although action <br />should be done within a reasonable amount of time. If Council wanted to defer its decision until <br />the next meeting, it could do so. <br /> <br /> Mayor Tarver understood the proponents wanted the Council to support an east side <br />specific plan study. He wanted to know if there would be enough time to allow the Planning <br />Commission to comment and bring back recommendations to Council before making a decision <br />on whether to rescind the ordinance or not? <br /> <br /> Mr. Roush said there was not enough time for the Planning Commission to prepare <br />comments before the February 17 or March 3 Council meeting. <br /> <br />Pleasanton City Council 02/03/98 <br />Minutes 5 <br /> <br /> <br />
