Mayor Tarver said people comment at different times. People do not seem to comment <br />until the plan gets very specific in relation to their neighborhood. He wished the residents had <br />commented during the General Plan process, not just when it relates to a specific piece of <br />property. He believed the infrastructure, especially transportation, needed to be addressed in <br />the General Plan. He supported the motion. <br /> <br /> Ms. Michelotti was concerned about discussing something that was not on the agenda. <br />She would like to see two motions. One that would rescind the ordinance and another one to <br />initiate an action that would set up the process to look at the east side. <br /> <br /> Mr. Pico said he would agree to bifurcate his motion in order to have Councilmember <br />Michelotti's support. <br /> <br /> Ms. Ayala had a concern as to whether action should be taken this evening because the <br />general public did not have a chance to comment on the proposal of an east side specific plan. <br /> <br /> Mayor Tarver reiterated his desire to refer it to the Planning Commission for its <br />comments and public input. <br /> <br /> Mr. Pico said the east side was probably the only major undeveloped portion of the city <br />that did not have a specific plan. The public would have an opportunity to comment at the <br />Planning Commission meetings and future Council meetings. He said the residents feel an east <br />side specific plan is needed and Council should abide by the request. <br /> <br /> Mayor Tarver agreed with Mr. Pico, but he wanted to make sure the proper process was <br />followed. It needed to be clarified, so the public would know when and what to comment on. <br /> <br /> Ms. Michelotti said she would not vote for it because it was not on the agenda. She felt <br />it would be more appropriate to agendize the issue to allow for public comment. <br /> <br /> Mr. Pico said he would be happy to do that. He mentioned that the Council asked the <br />petitioners to bring back their requests and they had done that. One of their requests was to do <br />an east side specific plan. <br /> <br /> Mayor Tarver said it was within Councilmember Pico fights to make a motion. He asked <br />Councilmember Pico to repeat his motion. <br /> <br /> Mr. Pico stated his motion was to direct staff and the Planning Commission to initiate <br />a process to establish an east side specific plan study.
