a resolution tonight permitting an east side specific plan study or allowing the citizens a chance
to vote on the referendum. She introduced Morgan King, attorney for the petitioners.

Morgan King, 8348 Creekside, Dublin, indicated he had been authorized to proceed with
a lawsuit against Ponderosa and the consultants hired by Ponderosa. The lawsuit may be
irrelevant because of the referendum qualifying, but the petitioners did not want Council
approving any proposals now or in the future by Ponderosa.

Judy Fox, 3645 Virgin Island Court, said the proper thing for the city to do would be
to overturn the ordinance at this point and have a one year moratorium. She felt if the ordinance
were to go to the voters, the voters would vote to overturn the ordinance, but it would split the
city.

Wayne Masten, 4235 Hayford Circle, said his concern was the traffic on Kolln. His
second disappointment was the housing that was built in the industrial park. He thought the
park was built to create jobs, not housing, except for those working in the industrial park. He
felt no thought was given to the access into or out of the Martin Avenue development. He asked
that the citizens be considered before the developer and for Council to vote unanimously to
rescind the ordinance or put it before the voters.

Mayor Tarver mentioned he received a letter from Darren and Karen Holton regarding
traffic calming issues which letter he passed on to the Traffic Calming Committee. He
suggested Mr. Masten also contact the Traffic Calming Committee with his concerns.

Victoria Holt, 3390 Vermont Place, said she has been very involved in the Staples Ranch
project. She learned from the Ponderosa referendum process that she too could take action
against the Staples Ranch developer if need be. She researched the initiative process, and
discovered the process would allow her 180 days to gather signatures and if any changes were
made to the General Plan, she would want those changes to go to a citizens vote. She said many
issues still needed to be addressed such as traffic, sport parks, airport, the link to E1 Charro, and
the gravel trucks. She agreed with doing an east side specific plan.

Judy Symcox, 1450 Groth Circle, asked if Stoneridge was shown as an arterial street in
the General Plan and if it would be connecting to E1 Charro sometime in the future?

Ms. Michelotti said yes.

Ms. Symcox felt the city had not yet addressed the traffic issues. Valley Avenue is a
race track from Livermore and for Ruby Hill and Vineyard Avenue residents. She asked why
Valley Avenue was the only way to get across town. She supported Stoneridge connecting to
E1 Charro so Valley Avenue did not have to carry all the traffic. She said traffic is a multi-
faceted problem and if corrected in one area, it only created problems in another area.

Pleasanton City Council 02/03/98
Minutes 4
