5. MEETING OPEN TO THE PUBLIC <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, felt Pleasanton needed more affordable housing <br />and hoped Council felt the same. He asked for the city not to take part in the action against the <br />City of Tracy for the development of 5500 units. The City of Pleasanton at buildout will have <br />a tremendous job/housing imbalance. He felt there is a need for those units and the city should <br />encourage the City of Tracy to build the units. <br /> <br /> Joseph Cunningham, 3599 Carlsbad Court, spoke about the water level at the Bernal <br />Bridge and the flooding of Valley Trails. He asked Council to take out the abutement of the old <br />Bernal Bridge in order to open up the channel. He suggested a pump at Valley Trails to take <br />over when the flood gates close. He mentioned the channels are peaking much faster because <br />of more and more development. <br /> <br /> Judy Fox, 3645 Virgin Island Court, said she had a concern with the city approving <br />commercial development without making the developer provide sidewalks. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Referendum petition concerning the Ponderosa Homes project and alternatives for Council <br />to consider. (SR98:32) <br /> <br /> Michael Roush presented the staff report. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Carole Varela, 3858 Mohr Avenue, described the process the petitioners used during the <br />gathering of signatures. She felt the process used for approval of the development was faulty <br />because it did not address the citizen' s concerns. Also citizen committees do not represent the <br />general population of Pleasanton but rather favor the developers. The committee's should be <br />led by citizens without special interests. She believed the petition drive united the community. <br />The petitioners developed an efficient process for organizing the residents in the referendum <br />process. In regards to the referendum, the petitioners were requesting Council to either rescind <br />the ordinance or take it to the ballot. If the ordinance is rescinded, there should be no loss to <br />the public with respect to breathing space and no action should be taken on the Ponderosa <br />development for a year following the June election date. In addition, the petitioners would like <br />an east side specific plan study done that would change the land use related to the area. The east <br />side specific plan study should cover the area from 1-580 to Stanley Boulevard, and all current <br />undeveloped land east of Santa Rita Road. The members of the committee should be chosen by <br />the twenty petitioners and approved by the Mayor.
