Ms. Michelotti asked if there was another way for the Council to provide direction rather
than through a formal heating.

Mayor Tarver said the tech committee representative (Randall Lum) could update Council
and then inform him.

Ms. Acosta mentioned there might be a timing problem.

Mr. Pico said time is an issue. Both he and Mayor Tarver sit on the LAVWMA Board,
but he was unaware of who the stakeholders being interviewed were. He said the argument has
always been the cost involved whether a pipe line is built or not and the growth inducing aspect.
Those issues have to be fairly and clearly aired. If Council is willing to say to the members of
LAVWMA it approved the process, then he would be happy to do that.

Ms. Dennis suggested the information program focus on giving the public information
to read and then calling them up to see if they understood it. The difficult problem LAVWMA
has is defining the project and the cost.

Mayor Tarver said it would be difficult to make it easy for the public to understand.

Ms. Michelotti asked if the material distributed to individuals would be in a question and
answer format?

Mr. Hines said the original thought was to have a telephone poll to see if people knew
about the project, then have a campaign to educate the public with a follow up telephone poll.
But the telephone poll was not going to be done at this stage.

Ms. Michelotti asked if it could be a joint effort to educate all the jurisdictions at the
same time.

Mr. Hines said LAVWMA has to put out information that applied to the whole project.
Different jurisdictions may choose to emphasize certain aspects. Just trying to get the major
factual information out would be a tremendous task.

Ms. Michelotti said having something joinfly was important and then each jurisdiction
could focus on doing something over and beyond what LAVWMA did.

It was moved by Mayor Tarver, and seconded by Ms. Michelotti, to adopt
Resolution No. 98-06, to approve the public information program for the proposed
wastewater disposal with the understanding that the LAVWMA Board be advised of the
Council's expectations as to how the program would be carried out and that the Pleasanton
Technical Advisory Committee representative pass the program information onto Council
for its review and comment.

Pleasanton City Council 02/03/98
Minutes 13
