Ms. Ayala asked who the stakeholders were? Mr. Hines said member City Councils were stakeholders as well as certain civic organizations that might need to be involved. The work has been stopped until the desire of the Board is known. He also mentioned that unless an agreement could be reached with EBDA nothing would happen. Ms. Ayala asked to review the public information program outlines. Mayor Tarver said if Council were to approve staffs recommendation, he wanted the ability to review everything. He was concerned the process was moving too fast. Ms. Michelotti felt it was appropriate for the public information program to be reviewed by LAVWMA representatives and not Council. Mayor Tarver disagreed. He felt the Council should be involved so the information would be available for the public. Ms. Dennis felt Council was losing control of how the scope of work should be defined. She wished the Council had been more involved in the selection of the consultant. Mayor Tarver understood the complexity of the issues and the need to inform the public. Ms. Michelotti felt the representatives on the LAVWMA Board could make the right decision because they would be the most knowledgeable. She asked who would review and implement the public information program? Mr. Hines said the LAVWMA management committee would. Ms. Michelotti asked if there were representatives from all areas on the management committee? Mr. Hines said yes, from each one of the jurisdictions. Ms. Michelotti asked if there was a way to make it simple for the public? Mr. Hines felt it can't be very simple. That is the whole point of this, but the EIR could be condensed to make it easier for the public to review. Ms. Michelotti asked the Mayor to voice his concerns again. Mayor Tarver said he felt uncomfortable at the LAVWMA management committee meeting saying that Council would support the project without Council giving him that direction.
