He <br />wanted to be assured that Council would agree with the material presented for public <br />information. He did not sense the structure was there that would permit this and he felt the <br />process was moving too fast. <br /> <br /> Ms. Dennis asked if the consultant was hired by LAVWMA? <br /> <br /> Mr. Lum said yes. <br /> <br /> Mr. Pico supported the LAVWMA expansion project. The LAVWMA expansion project <br />was the result of many long and difficult negotiations. He believed the positive benefits <br />substantially outweigh the negative. He said any public information campaign that the city <br />supported would have to fai~y represent all sides. He did not want to deviate from a process <br />that had worked effectively in the past. He mentioned an experience he had with a <br />redevelopment campaign, which he felt was a biased presentation of public information. He felt <br />strongly about political information campaigns. He wanted all the stakeholders, including the <br />dissidents, to have an equal opportunity to present their viewpoints. He did not want his <br />reaction to be misconstrued as a feeling of opposition; he supported the expansion project, his <br />only concern was with the public information process. <br /> <br /> Ms. Ayala felt a public information program was important. She agreed that all the <br />information needed to be available for the public. She asked the two members of the Board if <br />they would be comfortable if the materials went back to the Board for approval? <br /> <br /> Mayor Tarver was looking for Council's direction. He would not be in favor of the <br />process unless it was very stringent. He was uncomfortable with the stakeholder interviews that <br />were underway. He wanted more specifics as to what was being done and how the stakeholders <br />were chosen? He appreciated the pressure LAVWMA was under trying to conform to the time <br />frame, but he wanted more information. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> John Hines, LAVWMA Project Manager, 705 1 Dublin Boulevard, Dublin, said the report <br />was a good report. He agreed there were a lot of things that were unclear. The wet weather <br />has a major impact on costs and alternatives. He said the public needed to be informed about <br />the average peak wet-weather flow and average dry-weather flow to better understand what <br />alternatives were available. The EIR is scheduled to go to LAVWMA in early June, at which <br />time a project will be approved. This project will affect everyone, so the public information <br />needed to be made available and people need to understand the options.
