the City's fair share for development in the Vineyard Corridor. He asked if there was an
alternative that did not include the road realignment and had high end priced housing?

Mr. Rasmussen said Alternative 1.

Ms. Michelotti felt only the alternatives that closely met the objectives should be looked
at.

Mayor Tarver would support a motion if an environmental assessment were done on the
alternatives, and as long as everything is covered during that process, Council would be able to
choose whatever alternative it wanted.

Mr. Rasmussen said yes, Council would be able to pick and choose from different plans.

It moved by Ms. Dennis, and seconded by Ms. Ayala, to accept the report on the
"Alternatives Analysis for the Vineyard Avenue Corridor Specific Plan", to direct city staff
and the consultants to prepare the project specific plan and environmental documents based
upon a revised version of the Alternative 3 land use/infrastructure plan with the City
sharing one-half of the Vineyard Avenue realignment cost, and permitting a 100-room inn
and spa on Lot 27 as an option to housing on that lot; and to direct staff to include
Alternatives 1 and 4 as well as the "no project" alternative, in the environmental impact
report.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarvet.
NOES: None
ABSENT: None
ABSTAIN: None

Councilmember Pico left the meeting at 12:07 a.m.

Item 6c
PUD-97-13/UP-97-96.
