Mayor Tarver used Brian McQuire as an example. Brian has four existing homes and <br />two more could be added to increase the value. Then offer $50,000 to someone and ask them <br />not to develop their land. <br /> <br /> Ms. Ayala asked Ms. Belzer to explain density transfer. <br /> <br /> Ms. Belzer asked if the Council was leoking at ways to cluster development. <br /> <br /> Mayor Tarver said if you have one property owner with four units and one unit is added <br />what would the value be? The fifth unit value would be paid to other property owner. He felt <br />staff s challenge would be to put a plan together that keeps the number of units down but created <br />high price units to pay for the infrastructure. He believed the market value of the units could <br />be as much as $600,000. <br /> <br /> Mr. Pico felt it was too late at night to make a decision on density transfer. Staff needs <br />direction on how to proceed. <br /> <br /> Ms. Michelotti said it could be explored at a later date. In regards to the road <br />realignment, the abandoned Vineyard Avenue would serve as a way for children to walk to <br />school without having to be on the main thoroughfare. <br /> <br /> Ms. Dennis believed staff's recommendation was acceptable but she wanted to explore <br />the high end housing, to have it pay for the infrastructure. Use the infrastructure to enhance the <br />property value and minimize the city's cost share. She wanted to look at the road issue because <br />if the City did need property dedicated were there any tradeoffs available. <br /> <br /> Ms. Michelotti asked if the goal was for the City to have less infrastructure costs? The <br />option Council is directing staff to look at requires the City to pay for a portion of the <br />infrastructure. She wanted to know if this was the ultimate objective of Council. She had <br />reservations about the ability to have the same value of high end housing, especially in the <br />western area. She felt there would be a difference in pricing of houses. <br /> <br /> Ms. Dennis asked if smaller bed and breakasts could be accommodated in the Specific <br />Plan. <br /> <br /> Mayor Tarver understood if the density was increased on the westem side it would not <br />be high priced houses. The high priced houses would be on the east side. He supported higher <br />densities on the west side in order to save the east side. He would like some kind of <br />compensation for the property owners on the east side that would be losing potential <br />development rights to save the Corridor. He liked the bed and breakfast concept if it would be <br />marketable. He would support the road alignment if it followed the concept of enhancing the <br />property values and reducing the number of units.
