Ms. Belzer said one solution might be to allocate the housing density somewhere else and <br />and then develop it only as vineyards. <br /> <br /> Mayor Tarver asked if it was accurate that the 24 existing homes had not been included <br />in the cost sharing? <br /> <br /> Ms. Belzer said yes. <br /> <br /> Mayor Tarver asked how specific the specific plan was going to be in answering the <br />property owners' questions? <br /> <br /> Mr. Rasmussen said staff will look at the specific plan to divide the units fairly. He said <br />a brief analysis could be brought back to Council for selection. <br /> <br /> Ms. Dennis said she was interested in having the agricultural impacts assessed and for <br />the issues raised by Ms. Roberts to be looked at. <br /> <br /> Ms. Michelotti said she had a concern with the 100-room inn being on one parcel. She <br />would like the bed and breakfast to go through the conditional use permit process and allow it <br />on any of the properties zoned for this type of use. She also had a concern with the density <br />transfer concept. She agreed to placing more density in the area west of the landfill. She would <br />be looking to see how the mix of housing played out in the EIR. <br /> <br /> Ms. Ayala said the density transfer was being dropped. <br /> <br /> Ms. Michelotti understood that. Property owners in the west area of the landfill could <br />not purchase property from the other side to get more density. She wanted to know if there was <br />a way to configure densities that make the most sense. <br /> <br /> Mayor Tarver believed if the plan is set up right, high priced units could be included and <br />the density could be reduced. He did not have a problem not realigning Vineyard if the property <br />owners did not want to pay for it. He believed the land could be changed to enhance the value <br />of the properties. If the ultimate desire is to preserve the vineyards, and reduce the density, then <br />all the property owners needed to agree to this.
