Mr. Fialho said a draft report had been sent out in mid-December to the people who had <br />indicated an interest, asking them to comment. No comments were received and the final report <br />had also been sent to them informing them of this meeting. <br /> <br /> Ms. Ayala asked if there was any comment to the letters received from Phillip Serna of <br />the Home Builders Association, and to John Moore's comments? <br /> <br /> Mr. Fialho confirmed the draft and final report had been sent to Mr. Moore. <br /> <br /> Vice Mayor Dennis supported staff recommendations for the present legislative <br />environment. She felt the waste stream needed to be controlled by one company in order to <br />meet the AB939 goals and to compensate for market fluctuation. She strongly believed in the <br />educational center to help residents learn to make more efficient use of their recyclables. <br /> <br /> Ms. Michelotti agreed the educational program would help students to become involved <br />in recycling. <br /> <br /> It was moved by Ms. Ayala, and seconded by Ms. Michelotti, to direct staff to <br />amend the existing municipal code clarifying that third party haulers cannot collect <br />recyclable materials for a fee or for free, and that any third party (other than a charity) <br />which collects recyclable materials in the City must pay the generators a fee for such <br />materials; and direct staff to prepare and present an implementation plan within the next <br />90 days for expansion of the transfer facility to allow for commercial recycling. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis and Michelotti <br />NOES: None <br />ABSENT: Mayor Tarvet and Councilmember Pico <br />ABSTAIN: None <br /> <br />Item 6e <br />Approvltl Of Mlakster PlanS for Two North Pleasanton Nei_fiaborhood Parks. (SR98: 12) <br /> <br /> Dolores Bengston presented the staff report. <br /> <br /> John Nicol, John Nicol & Associates, landscape architects and park planners, gave a brief <br />overview of the master plans for the two North Pleasanton neighborhood parks. <br /> <br /> Vice Mayor Dennis asked if the basketball court could be expanded.
