John Moore, 4 Embarcadero Center, Suite 510, San Francisco, asked Council to meet <br />with the recycling community. The reason a fee has to be charged is to offset the processing <br />cost or because the material to be recycled has a very low market price. He said the recycling <br />industry could create more jobs and would help the City meet its AB939 goals. <br /> <br /> Mike Oliver, 180 Grand Avenue, Suite 725, Oakland, representing Pleasanton Garbage <br />Service, agreed with the staff report and recommendations. It was a pleasure working with the <br />City of Pleasanton to prepare the agreement and proposals. The existing franchise agreement <br />created in 1989 is for thirty years. PGS believes it is in the best interest of both this community <br />and the service provider to move forward in the way described. If the City allowed outside <br />agencies to come in, it would lose control of the waste stream and it would be difficult to <br />document compliance with the AB939 goals. He would like to meet with City staff and then <br />come back to Council in 90 days with a proposal that could be operational within a year. <br /> <br /> Vice Mayor Dennis asked if he knew the penalties for cities that did not meet the 50% <br />diversion goal by the year 2000 and could he address any of the challenges that a service <br />provider faced due to market fluctuations. <br /> <br /> Mr. Oliver said there is a potential fine of $10,000 per day. He said the cost is to try <br />to offset the fluctuations and when the prices were up, PGS would be willing to share with the <br />city. <br /> <br /> Vice Mayor Dennis asked if there would be a green waste recycling program for <br />commercial entities? <br /> <br /> Mr. Oliver said yes. <br /> <br /> Ms. Ayala asked what diversion percentage the city was attaining and for Mr. Oliver to <br />mention the "blue bag" recycling program. <br /> <br /> Mr. Oliver said Pleasanton provides blue bags for recyclable material. All this requires <br />is placing recyclables in the blue bags and then placing the blue bags in the collection containers. <br />Once the bags reach the recycling center the bags are sorted. The city is at approximately 35 % <br />diversion, but that does not include the green waste since the program has only been in operation <br />for a year. The figures will be included in 1998. <br /> <br /> There was no further public testimony. <br /> <br /> Ms. Michelotti mentioned the blue bag program is a good way to recycle and encouraged <br />people to participate.
