Ms. Dennis agreed the problem exists today, but it concerned her to link the two
together. She said it would be hard to study a street that is closed. Until the day care center
opens it is hard to determine how many extra cars would be traveling Harvest Road. The City
is committed to solving the problem. She would like before and after traffic counts done and
to solve the issues as quickly as possible. She could not support the closure of Harvest Road.

Mayor Tarver could not support the motion. He believed the City needed to solve the
long standing issue in a way that will remove it. He did not want to add one additional trip to
Harvest Road without addressing the concerns of the residents.

It was moved by Ms. Michelotti, and seconded by Ms. Ayala, to adopt Resolution
No. 98-120 to deny the appeal (AP-98-8) thereby upholding approval of the application of
Valley Community Church as filed under case UP-98-20; make the conditional use permit
findings as listed; and direct the appellant to pursue traffic calming measures for Harvest
Road through the City's Traffic Calming Program.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti.
NOES: Mayor Tarver
ABSENT: Councilmember Pico
ABSTAIN: None

Ms. Michelotti asked staff to explain the next step for Ms. Klinko.

Mr. Swift said the Traffic Calming Committee would set up a ineeting to work with the
neighborhood to identify solutions to the issues.

Item 6f
PUD-97-14/UP-97-70 Chevron
Application for a Planned Unit Development rezoning and development plan approval and
for a conditional use permit to allow the construction and operation of a 24-hour self-
service gasoline stations and convenience store with the sale of alcoholic beverages located
at 1797 Santa Rita Road. Zoning for the property is CN (Neighborhood Commercial)
District.

Also consider the negative declaration prepared for the project. (SR98: 226)
Brian Swift presented the staff report.

Ms. Michelotti asked if there would be restrictive signage.

Mr. Swift said there are conditions that address signage.

Pleasanton City Council 29 08/18/98
Minutes
