Ms. Dennis asked how long it would take the Traffic Calming Committee to device at <br /> least a temporary experimental solution. She said the day care is not opening until January and <br /> felt maybe temporary signs or speed bumps could be installed to determine if these would in fact <br /> help resolve the traffic problems. <br /> <br /> Mr. Swift said it would depend on how well the community and the committee works <br /> together. The process is to utilize the entire neighborhood to look at potential options and once <br /> those are identified to use a survey process to find out what type of buy-in the neighborhood has <br /> to that proposed solution before it is brought forth to the Council for its action. He said if the <br /> neighborhood and committee work together the process could take approximately five to six <br /> months. The study of closing Harvest Road would be a much longer process. <br /> <br /> Ms. Michelotti suggested that one of the first things to be looked into would be signage <br />to make people aware as they enter the street that the speed limit will be enforced. She had a <br />bigger concern and that is the need for child care. She was not willing, with the information <br />she had, to hold up this application and the possibility of getting additional child care in January. <br />She is prepared to address the conditional use permit and the appeal. She is also ready to do <br />everything she possibly can to help alleviate the traffic and the problem on Harvest Road. She <br />indicated there are other safety issues that need to be addressed when a street is closed. She felt <br />the Church would go out of its way to try and work with the residents. She asked that the <br />Church educate the public as to the plans for the Church in the future. <br /> <br /> Ms. Ayala said she is extremely familiar with Harvest Road and the traffic problems. <br />She recapped phone calls she had received regarding the closure of Harvest Road. <br /> <br /> Mayor Tarver believed that the information would not support the closure of Harvest <br />Road. If a public hearing is held, the Council Chambers will be packed, as there are competing <br />interests regarding this issue. He felt there is another way to address this and staff is <br />recommending directing the appellant to seek traffic calming measures, but not as part of this <br />application. He understood the Conditional Use Permit that says, if the operation results in <br />conflicts pertaining to parking, noise, traffic, or other factors, it can be brought back. He said <br />he knows it exists today and would like to fix it now and get it satisfactory as part of this <br />application. <br /> <br /> Ms. Ayala felt the only way to totally fix the problem is to demolish Amador High <br />School, but she would not rapport the elogure of Harvest Road. She supported the day care <br />center. She serves on the liaison committee with the School District which recently did a survey <br />that indicates overwhelmingly that people are looking for more day care centers. She said the <br />Church has agreed to stagger its hours around the high school events.
