Ms. Klinko agreed that the School District should manage the high school students that <br /> park on Harvest Road. She said every car that parks along Harvest Road creates sight problems <br /> and limits the amount of space available for cars to pass. She asked for Council to review the <br /> video tape. <br /> <br /> Ms. Michelotti understood Ms. Klinko's issue is the traffic on Harvest Road and safety. <br /> She said the Planning Commission did make a recommendation to temporarily close the street, <br /> but there is a considerable amount of people that do not want it closed and they have a right to <br /> be heard. She said it was recommended that the Traffic Calming Committee look at ways to <br /> make Harvest Road safer. Tonight is the application for the day care center and the traffic that <br /> might be generated from that could be discussed here tonight. <br /> <br /> Ms. Klinko said when she attended the Planning Commission meeting it was asked how <br /> can the study be done, how can the traffic be mitigated, and evaluate the traffic and open up the <br /> day care and ensure that the families will be safe. <br /> <br /> Ms. Michelotti said when a street such as Harvest Road gets closed it forces traffic to <br />other places, which impacts other areas. <br /> <br /> Ms. Klinko agreed but the other places do not have a 90 degree blind curve. <br /> <br /> Ms. Michelotti said Harvest Road will be addressed through the Traffic Calming <br />Committee. <br /> <br /> Ms. Klinko asked Council to view the video and to consider a forum where the people <br />can address the traffic calming tools. She wants to address a group of people that understand <br />the safety concern. She felt a life was more important than somebody's inconvenience. <br /> <br /> Mayor Tarver asked if there were any other speakers for the day care center application. <br /> <br /> Ms. Acosta apologized on behalf of City staff if what Ms. Klinko said did occur at the <br />Traffic Committee meeting. <br /> <br /> Kelly Mclntosh, 3124 Joanne, would be the director on site for the preschool if it is <br />approved tonight. She said traffic is a big concern for the Church. The Church has adjusted <br />its hours by 45 minutes so the traffic going to the preschool/Church would not interfere with the <br />high school traffic. The preschool has developed an admissions agreement which states the <br />approved route for departure from the preschool would be to avoid Harvest Road and use the <br />Del Valle Parkway and to encourage carpooling.
