Mayor Tarver understood the lot across the street was for bank employees and would be <br /> restricted by a key access. The other retail businesses would not use the parking lot across the <br /> street. <br /> <br /> Mr. Swift said the restrictive parking would be for employees of the building. <br /> <br /> Ms. Dennis did not know how to condition the application to allow access to the <br /> restrictive parking lot during non-business hours. She felt if the City was requesting the bank <br /> to put in a traffic signal then it should allow the bank to have its parking lot. <br /> <br /> Mr. Swift said staff recommends that Council follow the steps in the staff report. <br /> <br /> It was moved by Mayor Tarver, and seconded by Ms. Michelotti, to adopt <br />Resolution No. 98-117 approving a negative declaration for the application of Mt.
