Mayor Tarver understood the lot across the street was for bank employees and would be restricted by a key access. The other retail businesses would not use the parking lot across the street. Mr. Swift said the restrictive parking would be for employees of the building. Ms. Dennis did not know how to condition the application to allow access to the restrictive parking lot during non-business hours. She felt if the City was requesting the bank to put in a traffic signal then it should allow the bank to have its parking lot. Mr. Swift said staff recommends that Council follow the steps in the staff report. It was moved by Mayor Tarver, and seconded by Ms. Michelotti, to adopt Resolution No. 98-117 approving a negative declaration for the application of Mt. Diablo National Bank for the design review approval, as filed under Case RZ-98-04/UP-98-21/Z-98- 149. The roll call vote was as follows: AYES: Councilmembers - Ayala, Dennis, Michelotti, and Mayor Tarver. NOES: None ABSENT: Councilmember Pico ABSTAIN: None It was moved by Mayor Tarver, and seconded by Ms. Ayala, finding that the project has a de minimis impact on the site's wildlife. Diablo Bank for rezoning, as filed under Case RZ-98-04. Ms. Dennis asked if Ms. Ayala added the condition of "No U-turn" signs. Ms. Ayala was not addressing the signage.
