Sue Adams, 4202 Stanley, said Mr. Wagner owns the mobile home park in which she
lives and herself as well as other residents rely on him to take care of things. For this reason
most of the mobile home owners ignore notices about changes in the neighborhood. She agreed
that people do make U-turns and drive through the mobile home park. She expected additional
traffic from the bank would only increase this nuisance unless the City does something about it.

There being no further speakers, the public hearing was closed.

Mayor Tarver would like to have a condition that staff will work with the applicant to
come up with a reimbursement agreement for the signal. He thought the signal was necessary
for everyone's benefit. He understood the applicants' concern about paying its fair share. He
has tried to indicate that the City does not want to have private lots or to reserve spaces that
could otherwise be used by everybody that needs to go downtown. He said there needs to be
a cooperative attitude in terms of parking so that everyone can use the lots. He felt the principal
lot at the building, for all intents and purposes, can be used for public parking. He would like
to see the parking lot for the Mt. Diablo bank employees be available for use when the bank is
not using it.

Mayor Tarver made a motion to deny the appeal and condition the approval on the
items mentioned above.

Ms. Ayala supported the reimbursement agreement and understood where the property
owners were coming from in providing restrictive parking across the street. There needs to be
parking for the employees. She did not know how else this parking could be restricted without
having a gate.

Ms. Michelotti understood the restrictive parking area was adjacent to a residential area.
She did not feel comfortable in opening it up to public parking as-the City might mn into
problems. But she would like to investigate the use of the parking lot at times when the bank
employees were not using it.

Mayor Tarver said closing the lot at a certain hour and gating it for bank employees the
next morning could be investigated. But he felt having a gate would be a problem in managing
the availability.

Ms. Dennis understood there would be other retail businesses in the building that might
possibly be open on Sunday as well.

Mr. Swift said that is correct.

Pleasanton City Council 20 08/18/98
Minutes
