Mr. Swift said the existing light at Stanley and Main creates gaps in the traffic already.
Main Street/Ray Street creates gaps for the traffic coming and going the other way. That is one
of the reasons why it has not been identified as an important improvement. He did identify the
traffic congestion during the school year and the Ray Street/St. John intersection during the p.m.
peak hour.

Mr. Shutts said if the people do not adhere to the "Keep Clear" area it does become
problematic to get across the intersection, but at the same time he has found it to be accessible.

Ms. Michelotti asked about the bank using the parking lot on Saturday.

Mr. Shutts said the parking on the bank site is unrestricted. The parking lot across the
north side of Stanley is a secured lot for the bank employees.

Ms. Michelotti asked if the parking lot would be available on Sunday.

Mr. Shutts said the parking lot would be available.

Don Hoffman, Mt. Diablo Director, 11828 Dublin Boulevard, felt staff and other
associates had done an excellent job in explaining the status of the project. He said the bank has
filled up its temporary location and is in need of this location. He said part of the improvement
is to relocate the main controller as well as the standards of the existing stop signalization at
Stanley and Main Street and will be initiating the improvement of "Little" Stanley. He had no
problem with the installation of "No U-turn" signs. He appreciated everyone's efforts and hoped
Council would allow moving forward with the project.

Mayor Tarver asked if there was significant concern on the Council's part regarding
traffic movement, the congestion in the parking lot (left turn onto Main Street), and other things
that have been discussed this evening, would it be possible for the bank to put in a signal at
Vervais Street with a reimbursement agreement from the City from regional traffic funds.

Mr. Hoffman said possibly. He said Mt. Diablo has already agreed to contribute almost
a quarter million dollars in improvements.

Ms. Ayala felt the signal would benefit the bank.

Mayor Tarver felt traffic trying to come out onto Main Street would be difficult.

Mr. Hoffman said the bank would be willing to consider the reimbursement agreement.

Ms. Michelotti felt the reimbursement agreement was a good idea.

Pleasanton City Council 19 08/18/98
Minutes
