3. AGENDA AMENDMENTS <br /> <br /> Deborah Acosta said Item 4k, appointment of all Councilmembers as authorized <br />representatives to Local and Regional Boards and Commissions to substitute for designated <br />representatives when necessary, was moved to the September 1, 1998 agenda. <br /> <br /> Mayor Tarver requested to move Item 4e, approval of the process for new Council <br />priorities, under public hearings and other matters on the next available agenda; and continue <br />Item 6d, AP-98-09/PUD-98-05, Pacific Union Ventures, Inc., to the September 1, 1998 Council <br />meeting, but public testimony could be heard tonight for those not able to return on <br />September 1. <br /> <br /> He also said he had received numerous phone calls and e-mail messages on Item 6e, <br />AP-98-08/UP-98-20, Valley Community Church, regarding a resolution done by the Planning <br />Commission suggesting that Harvest Road be closed temporarily. He said this has not been <br />handled correctly, there was no notification or public hearing held. He believed that the new <br />members of the Planning Commission did not understand that there was a broader community <br />interest and a public hearing process to follow. He felt even after this is referred to the Traffic <br />Calming Committee there would not be evidence to support the closing of Harvest Road. He <br />said the temporary closure of Harvest Road would not be discussed at tonight's meeting. It will <br />be referred back to staff and a public hearing will be held if that is the decision of the Council. <br />He was not interested in doing that. <br /> <br /> Ms. Michelotti agreed with Mayor Tarver. She said any action regarding traffic calming <br />is a completely separate issue from what was being discussed here this evening. She did not <br />support the closure of Harvest Road. She would be interested in looking at other traffic calming <br />suggestions that might come forward in the future. <br /> <br /> Ms. Ayala agreed. She felt the Planning Commission had jumped the gun. She said this <br />Council is very much in favor of public input on all items. She was in favor of sending the <br />suggestion of closing Harvest Road back to the Planning Commission. <br /> <br /> Ms. Michelotti said she heard from Christine Peterson, Chairperson of the Traffic <br />Committee for the School District, is working with the City in trying to secure carpooling for <br />the Walnut Grove school. <br /> <br /> Ms. Dennis agreed. <br /> <br /> Mayor Tarver asked if there was support in referring this issue to be studied. He said <br />the Traffic Committee had discussed this issue and the committee suggested the residents go to <br />the Traffic Calming Committee.
