residents in that area until that group has gone to the Traffic Calming Committee. If the group
is not satisfied with the results then the Council at a public hearing could hear the issue.

Deborah Acosta said there are a number of traffic related concerns that the residents have
and the traffic calming process was a way to look at those concerns, which could include a
number of alternatives other than the closing of Harvest Road.

Ms. Ayala said she will be serving on the liaison committee with the School District and
the issue of the cars parking on Autumn Court and Harvest Road will be discussed. She
encouraged the residents to call her to voice their opinion.

Mayor Tarver recapped the agenda changes. Item 6d, continued to September 1, but
public testimony would be heard tonight; Item 6e, separate the issue of Harvest Road closure
from the application and refer it back to the Traffic Calming Committee and if that does not
work a public hearing could be held with notification to everyone.

Ms. Acosta clarified that the concerns that the residents raised regarding traffic issues
in their neighborhoods would be referred to the Traffic Calming Committee, not so much the
closure of Harvest Road.

Ms. Ayala also clarified that this item would not be going back to the Planning
Commission.

Mayor Tarver asked for a show of hands for each item. He indicated that the agenda
would follow the order as given.

4. CONSENT CALENDAR

It was moved by Ms. Michelotti, seconded by Ms. Ayala, that the following actions
be taken on the Consent Calendar:

a. Approve the City Council Minutes for 7/21/98 and 8/4/98.

b. Proclaim August as "National Child Support Awareness" month and encourage
all residents to become aware of the need for increased child support collection
efforts.

c. Adopt Resolution No. 98-114, ordering judicial foreclosure of 1996-97 and 1997-
98 delinquent assessments pursuant to the Improvement Bond Act of 1915, and
ordering that the tax collector be credited with those assessments.
