He believed the lot across the street was a better solution. <br /> <br /> Brad Hirst, 1811 Santa Rita Road,//128, representing the applicant Mt. Diablo, believed <br />that staff had adequately addressed the issues, particularly on pages 4, 9, 10, and 13. He said <br />this project has been in the process for thirteen months and the customers of Mt. Diablo Bank <br />and its employees are the ones that are being short-changed. Mt. Diablo has entered the market <br />and has been very successful. Mt. Diablo is trying to take care of its employees and <br />Pleasanton's residents. He gave a brief background of the property. He said Mt. Diablo is <br />spending $200,000 to improve Main Street, Vervais Avenue, and Stanley Boulevard and there <br />is an approved 13,000 sq.ft. building. The appeal of the Planning Commission approval is for <br />the 3,000 foot expansion and the design review of the parking lots. The parking lots go from <br />43 to 58 parking spaces. He felt expanding the building and gaining additional parking spaces <br />was a benefit. He also said the parking lots will be utilized on Saturday by the bank. He <br />mentioned several of the business/residential in the immediate area supported this project. He <br />said in 1988 Stanley Boulevard carried 15,600 vehicles and in 1998 carried 4,600 cars. He <br />agreed with the installation of "No U-turns" and "No parking signs" on Stanley Boulevard. He <br />respectfully asked Council to concur with staff's recommendation and reject the appeal. <br /> <br /> Peter Shutts, 4133 Mohr Avenue, said the access from the project has been conditioned <br />as a right turn only and the City in its long term plan, plans on signalizing that intersection. He <br />felt that the traffic has been dealt with in a very thorough manner. The expansion of the bank <br />itself is unchanged from the Main Street elevation. Minor changes will occur on the Vervais <br />Street. He said that in the parking lot across the street, some of the detailing will be the natural <br />extension of the building. <br /> <br /> Ms. Dennis asked about the right turn only. She thought it would be a good idea to post <br />in the parking lot a sign showing people that if they want to access Main Street, they should use <br />Vervais Street. <br /> <br /> Mr. Shutts said it will be clearly identified. <br /> <br /> Mayor Tarver asked staff when the signal would be installed, how it would occur, etc. ? <br /> <br /> Mr. Swift said the General Plan identifies that intersection to be signalized as part of the <br />proposed traffic fee otherwise it would be funded from City's revenues that the City uses for <br />traffic improvements, gas tax money, general fund money, etc. It is not identified in the short <br />term Capital Improvement Program as a signal to be installed in the short term.
