Diablo National <br /> Bank) <br /> Appeal of the decision of the Planning Commission recommending approval of an <br /> application to rezone an approximately 0.4 acre site at 4287 Stanley Boulevard from RM- <br /> 1,500 (Multi-Family Residential) District to C-C (Central Commercial) District and for <br /> conditional use permit and design review approvals to construct a 31-space parking lot at <br /> 4287 Stanley Boulevard for use by Mt. Diablo National Bank employees (zoning_ for the <br /> property is RM-1,500 District); and approving to construct an approximately 3,000 sq.ft. <br /> addition to a recently-approved 13,400 sq.ft., two-story bank located at 992 Main Street <br /> (zoning for the property is C-C (Central Commercial) District). (SR98:225) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Mayor Tarver said Eric Finn, Del Valle Court Home Owners Association, who had to <br />leave, had a question regarding the City's intentions of improving Stanley Boulevard since traffic <br />will be increased both in the nature of foot and vehicle traffic and since Stanley is in need of <br />improvement since the number of children and other services has increased. <br /> <br /> Mr. Swift said the City's plan is for Stanley Boulevard to be widened to essentially a <br />three lane configuration, one lane each direction with a center left turn lane. There would be <br />a monolithic sidewalk on the north side. The plan for the south side of the street is to be part <br />of the City's trail system as well as a sidewalk. The City will be asking for a deferred street <br />improvement agreement for the parcel where the parking lot will be built. It is not cost effective <br />to try and build the full street widening or half the street widening for that small an area. This <br />portion of Stanley Boulevard is in the City's Master Plan to widen and improve. <br /> <br /> Mayor Tarver had a question regarding page 8, "until the Council's direction is decided <br />there are several options that the applicant can take to alleviate the parking deficiencies" and <br />"allow the parking spaces on the property be open to the public as permitted by the municipal <br />code, which would allow the City to waive a certain number of required parking spaces and/or <br />in-lieu parking fees, subject to Council and applicant approval." <br /> <br /> Mr. Swift said the code allows for a relaxation of the parking requirement if the parking <br />lot is made available to the public generally, rather than solely to the customers and employees <br />of the site. This is a discretionary issue for the City Council. If the code is amended with <br />respect to banks, there would be no deficiency and there would not be a need to do that. <br /> <br /> Mayor Tarver understood the lot would be open to customers only, but no signs or <br />reserved spaces would be allocated and the parking lot would be open. <br /> <br /> Mr. Swift said that is correct. <br /> <br />Pleasanton City Council 16 08/18/98 <br />Minutes <br /> <br /> <br />
