Ms. Acosta understood, but there would have to be some kind of commitment made on <br /> the residents behalf, by being pan of the financing system. <br /> <br /> Ms. Dennis asked if the completion of the lateral (from the street to the house) could be <br /> added to the finance plan. <br /> <br /> Mr. Iremonger said that could not be financed by a bond because those are private <br /> property improvements. <br /> <br /> Ms. Ayala asked staff to comment on the cost for the twelve inch plastic pipe. <br /> <br /> Mr. Higdon said the original proposal for a sixteen inch pipe was a combined system that <br />would supply irrigation water and the water distribution system. Since there is long term <br />potential that raw water or reclaimed water will be used on the golf course, the decision has <br />been made to install two twelve inch lines. The overall cost is slightly different but not very <br />noticeable. <br /> <br /> It was moved by Mayor Tarver, seconded by Ms. Ayala, to proceed with plans for <br />a City sponsored financing district if 70% or more of the residents of the entire plan area, <br />or a workable sub-area of the plan area, desire City water and sewer service; offer a <br />deferred loan program to residents with critical infrastructure needs, and who can <br />demonstrate financial hardship; and direct staff to begin to identify sources to advance <br />funding for potentially 30% of the Happy Valley infrastructure cost; and directing staff to <br />bring back to Council as soon as possible a report regarding who should pay for what. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, and Mayor Tarver. <br />NOES: None <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br /> Mayor Tarver reiterated that Item 6d was being continued.
