of Happy Valley would not make the City make a bad decision regarding the infrastructure <br /> because right now they do not see the need to hook up to city services. He felt the City has bent <br /> over backwards to try and find different ways to finance and to help people who have an <br /> economic hardship. He felt this was the residents' last chance. If the City makes an <br /> infrastructure decision that says it has to serve the golf course and a certain number of houses, <br /> then in the future it will be extremely difficult for those that may want City services. He felt <br /> the infrastructure benefit to the community is overwhelming. He said this is an attempt to come <br /> up with a plan that everyone agrees on so the project can move forward. Council has to make <br /> a decision about how it can assist in every possible way to get infrastructure financing so that <br /> people do not see it as an enormous burden on them and that is what staff is trying to do. As <br /> the project moves forward, public hearings will be held to decide who will pay for what, after <br /> the City knows who is going to participate. The City is trying to work for both the benefit of <br /> the residents and the City to come up with the best possible solution. <br /> <br /> Ms. Dennis had a question regarding the annexation and serving issues. Is the City <br />required to provide water and sewer if the area is annexed, otherwise if people chose not to <br />participate the property would not be annexed? <br /> <br /> Mayor Tarver said in order to have "no harm, no foul", anybody in the area that chooses <br />to stay on wells and septic tanks can do so, but can choose to annex to reap the other benefits <br />of the City. <br /> <br /> Ms. Dennis understood the people would pay to hook up to City services in the event of <br />a public health and safety issue. She felt the people should consider the potential difference in <br />cost to hook up to a system that is not close or designed for their property. She felt the <br />residents might want to have up a backup solution in the event they were unable to get water <br />from their wells or if the water became contaminated. <br /> <br /> Ms. Ayala felt if the facilities were closer it would help enhance the property values. <br /> <br /> Ms. Acosta believed this to be true, but every real estate transaction is different. <br /> <br /> Ms. Dennis said if there is no water or sewer hookup the property might be a problem <br />to sell. <br /> <br /> Ms. Michelotti would like to explore the possibility of financing the infrastructure for <br />those who did not want to hook up presently. <br /> <br /> Ms. Acosta said people can choose to be part of the public financing system. <br /> <br /> Ms. Michelotti felt the ability to have the lateral available was good. <br /> <br />Pleasanton City Council 14 08/18/98 <br />Minutes <br /> <br /> <br />
