the 1988 rate. The political process has not allowed the residents to be pan of the City. He <br /> would like to be a supporter. He is undecided. He believes the residents of Happy Valley are <br /> bringing something to the City and the City should try and work out a way to reduce the costs. <br /> He is prepared to tell the people in the area that this may not be the right opportunity. But in <br /> his heart he felt the City has tried to work with the residents except for the allocation for the <br /> cost of the sewer and water. <br /> <br /> Ms. Ayala asked if he wanted the City to treat the residents of Happy Valley different <br /> than the way they treat other residents of the city. <br /> <br /> Mr. Temple said the people who were selling the City the golf course are already being <br /> treated in a special way because the property is not worth what is being paid for it. The <br /> residents of Happy Valley are helping to bring a much needed golf course and have supported <br /> the efforts to help this happen. <br /> <br /> Ms. Ayala asked if he felt the low density and having a golf course would affect the <br />value of his home. <br /> <br /> Mr. Temple said it would not raise the value of his home by $40,000. He did appreciate <br />the low density as it would help to preserve Happy Valley in its natural state. <br /> <br /> Ms. Dennis did not have a problem in asking Zone 7 and DSRSD for consideration of <br />reducing the hook up costs to 1988 levels but she felt the City might not succeed. <br /> <br /> Mr. Temple was just asking the City to make an effort. In the meantime, the City has <br />gone up on its connection fees. The residents have been them are long time. He has been <br />paying to Zone 7 for over twenty-two years for nothing. He also felt the fire department would <br />like to have fire hydrants in the Happy Valley area to help put out potential rims. <br /> <br /> There were no further speakers. <br /> <br /> Mayor Tarver was disappointed with the survey results and hoped over time and the <br />additional information would change some of the people's decisions. He would love to see the <br />golf course become a reality and get the final land use specific plan accomplished for the Happy <br />Valley area so people know what to expect, and to know that the services the City provides are <br />substantial, regardless of whether people hook up to the sewer and water. He remembered when <br />Ken Mercer was Mayor he tried to get the folks of Happy Valley to annex to the City and they <br />chose not to. The costs of service since that time have escalated. The people still have the <br />choice. But if the City does not get 70% participation then it has to make .choices about how <br />to size the infrastructure and what it will ultimately service. He said there needs to be a good <br />understanding of what the future holds in regards to groundwater pumping, groundwater rights, <br />drying up wells, and deteriorating septic tanks that contaminate wells.
