Ms. Acosta said there would need to be some kind of commitment from the property <br /> owners. <br /> <br /> Ms. Dennis' concern was for those people that might want to connect at a future date. <br /> <br /> Mr. Iremonger said it would take a significant number of people who indicate an interest <br /> in going forward with the project. If there was only forty percent it would be hard to guess how <br /> many people would want to connect in the future. <br /> <br /> Ms. Ayala asked if people can put in a well rather than hook up to the City water, and <br /> if well water better than city water. <br /> <br /> Mr. Roger Higdon said the risk is great in the area because the shallow wells are subject <br />to becoming contaminated. That is why the County has not allowed additional septic tanks. <br /> <br /> Ms. Acosta said people can put in a well today that is less expensive than hooking up to <br />City water, but over time there are issues with reliability. <br /> <br /> Ms. Michelotti asked what would happen if there is a failure. .' <br /> <br /> Mr. Higdon said the County and the City will allow the people to rebuild their well. <br /> Ms. Acosta said the cost increases each year for someone to connect to City water. <br /> <br /> Mr. Higdon said fire hydrants would be installed when the City water mains are <br />constructed and this would allow substantial fire protection. <br /> <br /> Ms. Michelotti hoped the public would comment on the quality of the water situation. <br /> Mayor Tarver asked for public testimony. <br /> <br /> Don Temple, 6409 Alisal, said there are many wells that are deep wells with better water <br />than City water. He said he can put in a deep well for $12,000, but he preferred to hook up <br />to City water. He could not accept what Council was about to do tonight in light of staff's <br />recommendations. The residents have asked for staff to show how the costs that are being <br />attributed and how those costs would be spread among those that would be part of hooking up. <br />He proposed that the City should put in all the infrastructure all at once. He understood that it <br />would be a big expense to go down Happy Valley Road and that Happy Valley has a low volume <br />of homes. He .said the people believe they are supporting the infrastructure for the golf course. <br />He said the City has made major accomplishments towards preserving the land in its natural <br />state. He felt the City was the developer and should provide the infrastructure as do other <br />developers.
