Ms. Ayala was proud to have been assigned to this Commission and found it easy to
make a decision because of the Commission's efforts. She felt the library program will be
customized to serve the community.

It was moved by Ms. Ayala, seconded by Ms. Michelotti, to approve the draft
letter to the Alameda County Board of Supervisors indicating the City's intent to withdraw
from the Alameda County Library effective July 1, 1999; approve the terms of withdrawal
from the Alameda County Library; authorize staff to prepare a City ordinance establishing
the Pleasanton City Council as the Library Board of Trustees and reinforcing the role of
the Pleasanton Library Commission as the Advisory Commission for the City Council on
library related issues; authorize staff to pursue a one year service contract with Alameda
County regarding library automation services, interlibrary loans, and Bookmobile services
effective July 1, 1999 in accordance with the general cost estimates set forth in Attachment
2; authorize the recruitment of a City Library Director; and approve the goals for the
Pleasanton Library as outlined.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, and Mayor Tarver.
NOES: None
ABSENT: Councilmember Pico
ABSTAIN: None

Mayor Tarver reiterated that the closing of Harvest Road 'was being referred to the
Traffic Calming Committee and that Item 6d was being continued to the September 1 Council
meeting.

Item 6b
Water and sewer infrastructure financing concepts for the Happy Valley area and results
of neighborhood questionnaire. (SR98:230)

Dave Iremonger presented the staff report.

Ms. Dennis understood there would be an additional cost of putting the lateral in if
someone wanted direct hookup. Can people buy the future opportunity to hook up without
hooking up to the lateral right away?

Roger Higdon said the City may put in the laterals, directly off main lines rather than
tear. up the road later, and then if people indicated at a future date they wanted to connect, they
would have the opportunity to do so.

Pleasanton City Council 11 08/18/98
Minutes
