service hours and to gain more control over costs. The Commission believes that a City library
offers the best alternative to meeting the community's future library needs and hopes it will be
a smooth transition. He expressed, on behalf of the Commission, thanks to City staff for the
countless hours of study and preparation and commended the Commission for its dedication.

Mayor Tarver asked for public testimony.

Ralph Levy, 6637 Amber Lane, said the sole purpose and goal for the resolution of the
governance issues is to make the Pleasanton library the best that it can be. In order to
accomplish this goal additional funds will need to be expended. This responsibility falls upon
the present and future Council to remember the commitment at each budget period to ensure the
adequacy of funding to maintain and expand the high level of service currently enjoyed and
demanded by its patrons. He also asked that the dedicated and experienced staff be remembered
through this process for without them the library would not be what it is today.

Don Graft, 1221 Oak Street, Oakland, representing Susan Mary, County Administrator
and Linda Wood, County Librarian, echoed what Mr. Bocian said. The County would like to
stay and offer a high quality of service, but understands the City's right to choose and evaluate
other alternatives. The County is committed to working with the City to make the transition
work.

There were no further speakers.

Mayor Tarver appreciated the work and effort that the Commission, staff and County put
into this recommendation. The City knows that by taking this commitment the resources will
need to be increased in order to provide the services that the community wants, and that a
qualified highly trained staff is essential for maintaining and operating the library. He hoped
for a smooth transition.

Ms. Acosta mentioned Don Nunes was in the audience and Council recognized him for
his efforts.

Ms. Michelotti said Don Nunes, as the head librarian, has been an asset to the
community. The process has been a difficult one. She commended everyone for their efforts.
The Council is committed to increasing the library's services and to service the community
better. She believed it would be a smooth transition and that in the future the library services
will be better.

Ms. Dennis echoed Ms. Michelotti's thanks. She understood that it has been a very
difficult process. She felt confident that the recommendations are the right ones to support and
felt it was time to move forward.

Pleasanton City Council 10 08/18/98
Minutes
