Carl Pretzel, 3633 Glacier, felt the City Council had a broad diverse view of things and
if it selected the members of the committee there would not be a need to add other commercial
interests. He agreed that it is important to have members of the community on the committee
that would be the most impacted. He did not support having a professional consultant addressing
the issues. He felt there were a lot of issues that needed to be worked out among the neighbors.
He also wanted to make sure that the representatives from the neighborhoods did in fact
represent those neighborhoods. He hoped there would be open communication between all the
members and that all the committee members would stand by the outcome.

There was no further testimony.

Mr. Pico suggested that each Councilmember appoint two members; the Mayor appoint
three members and two land owners be appointed. He did not want the process in appointing
the committee to be a lengthy procedure. He was not supportive of having commissioners
appointed.

Ms. Ayala wanted someone from the Affordable Housing Commission on the committee
so they could listen to what the neighborhoods and citizens are saying. She wanted to know if
each Councilmember was in support of the General Plan and for the goals of the General Plan,
one of those being to provide affordable housing. Affordable housing is not the same as
subsidized housing. She wanted the formation of the group to understand Council's position on
affordable housing.

Mr. Pico felt the issue is the makeup of the committee and not Council's specific feelings
on affordable housing. He did not want any commissioners on the committee.

Mayor Tarver did not want to hurry through the process. Nor did he want any
commissioners on the committee. The scope of the study is not what he wanted and the speed
at which this is moving is not what he wants in terms of the priorities. The committee makeup
can work any way it is set up.

Ms. Ayala said the makeup of the Golf Course Committee has worked. People who
wanted to be part of the golf course committee were interviewed by any Councilmember who
wanted to be involved, with the Mayor making the appointment. She felt this would be a good
process for choosing this committee.

Ms. Michelotti felt there should be more representation from the neighborhood and
suggested there be eight members appointed. She also wanted to be assured that the property
owners had representation and have two representatives. She felt the committee should be open.
to whoever was interested in applying. The committee might be eight neighborhood
representatives, two citizens at large (which could include a school Boardmember), three people
representing the development community and the rest be Council appointment.

Pleasanton City Council 9 08/04/98
Minutes
