It was moved by Mr. Pico, and seconded by Ms. Michelotti, to adopt Resolution No.
98-113, modifying the text of the Pleasanton Downtown Specific Plan and Downtown
Revitalization Plan by deleting the text relating to the east-west crossings of Main Street at
Ray Street and St. John Street.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Michelotti, Pico and Mayor Tarver.
NOES: None
ABSENT: Councilmember Dennis
ABSTAIN: None

Item 6c
1998 Baseline Traffic Report (SR98:205)

This item was continued.

Item 6d
Ordinance extending a moratorium on processing or approving develonment applications
for Fortune-Telling and related uses. (SR98: 199)

Michael Roush presented the staff report.

Mayor Tarver declared the public hearing open.

Pete Williams, 4713 First Street, said he is paying for office space at 4713 First Street
that he cannot use it for his fortune-telling/physic/related uses. He applied for a business license
but it was revoked because of the moratorium. He asked Council not to extend this moratorium.
He felt there was not a considerable number of people applying for a business license or to
locate in Pleasanton.

Mr. Roush said after a decision was made to issue a license on a temporary basis
numerous inquiries were received from individuals wishing to move or relocate to the downtown
area. Therefore staff decided to request a moratorium and study the ordinance in more detail.
Staff will be holding community meetings to help determine where these uses might locate.

Ms. Ayala said the City of Pleasanton motto is "City of planned progress" and sometimes
it takes a little bit longer to look at things, but the end results are good. Council needs to gather
more information before making a decision.

Mr. Williams reiterated that he is the only one that has applied for a psychic office
located in Pleasanton. He felt this was based on something that might happen in the future.

Pleasanton City Council 12 08/04/98
Minutes
