conditions were so narrowly defined. She then read from the Penal Code. She urged contact
with State legislators to change this.

Bob Cordtz, 262 West Angela, wanted to make certain the City did not change its
decision on the joint use of the Tassajara Reservoir and Well 8. He also referred to the plans
for the interim train station and that it appeared the fence does not run all the way to West
Angela and is only six feet high. He felt it would be easy to climb over a six foot fence.

Mr. Lum indicated staff has worked with Altamont Rail to allow the City to build the
fence all the way to West Angela. The City will advance the funds and will be reimbursed later
by Altamont Rail. It is believed that a six foot fence is adequate.

Jack Hovingh, 4250 Muirwood Drive, expressed concern that there are not more
candidates for the City Council. He objected to a person currently serving on a Board or
Commission and running for office and hoped that this election would be cleaner than some in
the past. He wanted something to be done about the proliferation of political signs along Bernal
Avenue and Foothill Road. He encouraged more people to run for office and said previous
experience on a Board or Commission is not necessary.

Kris Kumaran, 6450 Calle Esperanza, commended the Council and Affordable Housing
Commission for their work. He also encouraged citizen participation in the political process and
felt there is no better place to start than serving on a Commission. He then referred to the
importance of water and the work of the Groundwater Management Advisory Committee. One
member was criticized for being so vocal. He believed the interests of the community had to
be protected and he supported the actions of Peggy Purnell. He referred to a paper that was
written by the Safe Water Committee that objected to the reverse osmosis treatment and issuance
of an injection permit. He read a paragraph that stated this process should only be used as a last
resort and urged Council to strongly oppose reverse osmosis.

Mayor Tarver indicated he had sent a letter regarding treatment of a representative on
the Groundwater Management Advisory Committee and hoped that it was only a single person
objecting to the point of view. Council urges everyone to participate and hopes that even
minority points of view will be heard.

Ms. Dennis was also disturbed about the situation and felt the debate on this issue needs
to continue.

Ms. Michelotti encouraged diverse opinions on any Board or Committee. She is happy
that the Committee is there and is a watchdog for the City.

Mayor Tarver referred to the next Zone 7 Board meeting and the potential of an
initiative. He encouraged Zone 7 to put further expansions to a vote of the people and would

Pleasanton City Council 4 07/21/98
Minutes
