Ms. Dennis asked if that included the daytime working population. <br /> <br /> Mr. Wong said only residents were considered. Zone 7 uses 190 gallons per person per <br /> day as a conversion from population to water demand and includes commercial uses, landscape <br /> and business park users. This takes into consideration those who come in to work and those <br /> who leave the area to work elsewhere. <br /> <br /> Mr. Tarver referred to the statement that growth pays its way and felt that was a myth <br /> that had to be destroyed. During the drought, the largest increase to the rate payers bill was <br /> from the State charge to Zone 7 for water supplies. It increased 100%. Growth is not paying <br /> its way if it puts such a demand on the system that the State charges you twice as much. Water <br /> demands increase and no one increases water supply. Growth does not pay its way. <br /> <br /> Ms. Ayala asked Mr. Wong in retrospect whether Zone 7 should have increased its fees <br />more starting in 1972. <br /> <br /> Mr. Wong said Zone 7 could not have done so at that time. Fees must be justified. <br />With the information available at the time, they only had to pay for the water treatment plants <br />and the pipelines. In 1972, one could not speculate on whether the State of California could <br />finish the project. When we discovered that in 1982 and the drought hit the State, the State de- <br />rated the system and said it could not supply all the water to the 29 contractors. In 1994, Zone <br />7 made the adjustment to compensate for the cost of the transportation facilities. <br /> <br /> Ms. Ayala believed we are at the mercy of the State. <br /> <br /> Mr. Wong said yes, although Zone 7 will continue to seek other suppliers of water. <br /> <br /> Ms. Ayala asked if all of the costs between 1994 and the present were paid for by what <br />was collected with the new fees. <br /> <br /> Mr. Wong said the increases have kept up with the anticipated costs of new facilities. <br /> This item was for information only and no action was taken by Council. <br /> <br />Item 6f <br />Adding cost of abatement of nuisance at 444 Del Sol Avenue to tax roll (SR98: 187) <br /> <br /> Michael Roush presented the staff report. <br /> <br /> Mayor Tarvet declared the public hearing open. <br /> <br />Pleasanton City Council 20 07/21/98 <br />Minutes <br /> <br /> <br />
