Mr. Pico felt that was biased language and would not support it. <br /> <br /> After further discussion, Ms. Ayala withdrew her first motion. <br /> <br /> It was moved by Ms. Ayala, seconded by Mayor Tarver, to select Option 1 as set <br />forth in the staff report. <br /> <br /> A substitute motion was made by Mr. Pico, seconded by Ms. Michelotti, to have the <br />ballot language be as follows: "Shall the position of Treasurer be eliminated and the duties <br />consolidated with that of the Finance Director?" <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: Councilmember Ayala <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Roush clarified that if the measure is approved, it is assumed that the position will <br />be eliminated immediately, even though there are two years left in the current term. <br /> <br /> It was Council consensus that is correct. <br /> <br /> The ballot arguments would be written by the Treasurer, Karin Mohr, the previous <br />Treasurer, and interested Councilmembers. Other Councilmembers would participate in the <br />rebuttal argument. <br /> <br /> Mr. Pico did not want to put the question regarding the mayor's term on the ballot. <br /> <br /> Ms. Ayala supported putting it on the ballot. The election process is extremely time <br />consuming. Currently the mayor spends one year in office and the second year campaigning. <br />The Councilmembers have four year terms and she felt the mayor should be a four year term <br />as well. The mayor develops expertise and she felt a mayor would have more influence with <br />other mayors the longer he or she is in office. <br /> <br /> Ms. Michelotti supported giving the voters the opportunity to vote on this question. She <br />related her own election experience and felt it is a burden to have to mn for election every two <br />years.
