Ms. Dennis wanted to know what the community thinks about this issue. It is a shame
to force someone to campaign every two years if the community does not feel it is important.

Mr. Pico indicated he has not heard anyone in the community comment on this. He feels
it is healthy to have the opportunity to change the majority of the Council every two years.

Mr. Tarver felt campaigning was a tremendous burden and detracts from doing a job that
is already overwhelming. This will not affect him, but he feels the next mayor would truly
appreciate it. If Council does not agree, then don't put the question on the ballot.

Ms. Ayala said many people are surprised the mayor's term is not four years. She also
said that when the question of having an elected mayor was on the ballot she felt people selected
two years because it was a new process and they wanted to see how it would work. They need
to be given the opportunity to vote again on the term.

It was moved by Ms. Ayala, seconded by Ms. Dennis, to select the first option "Shall
the term of office for Mayor be four years, rather than two years?"

Ms. MicheloUi preferred the second option.

Ms. Ayala felt people would be put off by the word "change".

Mr. Pico and Mayor Tarver also preferred the second option.

Ms. Ayala amended her motion, seconded by Ms. Dennis, to select the second option
"Shall the term of the elected Mayor be changed from two years to four years?"

Mr. Roush clarified that if that passes, the regulation will take effect at the next regular
municipal election in the year 2000. Council agreed.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Mayor Tarver and Ms. Ayala will prepare the ballot argument.

Mayor Tarver indicated Council has adopted. an ordinance that requires any Council
vacancy to be filled by election. Any future Council can vote to change that. He wanted to
make sure that does not happen and felt the voters have the right to vote to insure that they will
always have the right to vote on their elected officials.

Pleasanton City Council 11 07/21/98
Minutes
