have been assigned by ordinance to the City's Finance Director. Today the only duty the <br />treasurer actually performs is creation of a facsimile signature that appears on the paychecks. <br /> <br /> Ms. Michelotti referred to the three options. <br /> <br /> Ms. Acosta explained the first option was language to eliminate the Treasurer, which the <br />current Treasure prefers. The second option was to have the treasurer be appointed with the <br />Finance Director filling the office. <br /> <br /> Mr. Pico suggested the position of treasurer be eliminated and the duties "consolidated" <br />with the Finance Director. <br /> <br /> Ms. Ayala suggested "Shall the 'ceremonial' position of Treasurer be eliminated", so <br />people are really clear that the position is nothing but ceremonial. <br /> <br /> Ms. Michelotti agreed with Mr. Pico. What is being done is to let the Finance Director, <br />who has been doing the job, continue to do the job. <br /> <br /> Mr. Tarver believed the arguments will explain and make the point. He wanted to keep <br />it simple and just say eliminate the position of Treasurer. <br /> <br /> Dorene Paradiso was in favor of eliminating the Treasurer as an elected position. She <br />opposed a four year term for the mayor. The citizens have already voted for a two year term. <br />The Mayor's job is a full time job. She was dismayed that the Mayor and Councilmembers do <br />not attend all City functions and cited two incidents: consolidation of fire department celebration <br />and the Parmers in Safety event at the Senior Center. She urged Council to attend more events <br />to show their interest and support. She also supported vacancies for Council being elected and <br />not appointed. <br /> <br /> Jack Hovingh supported the simplest language and liked Option 1 regarding the treasurer. <br />He felt the mayor's term should be one year and selected from among the Council as was done <br />in the past; however since that is not on the agenda, he supported continuing the two-year term. <br />The advantage of this is that every election there is the opportunity to change the makeup of the <br />Council because a majority will be up for election. <br /> <br /> Mr. Tarver believed the people had a right to vote and he felt it was worthwhile to see <br />if they had changed their minds if given arguments as to why a four year term would be more <br />important. They can choose to vote it down or Council can choose not to put it on the ballot. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, to select Option 1 and amend <br />it to say "Shall the 'ceremonial' position of Treasurer be eliminated?" <br /> <br />Pleasanton City Council 9 07/21/98 <br />Minutes <br /> <br /> <br />
