Mr. Pico felt the ads should be uniform. The newspapers should submit the same type,
wording, and format for comparison.

Mayor Tarver felt something should be done to clarify what the City is paying for and
how the ads compare. He thought the City should state how it wants the legal ads to look like
and the size.

Ms. Acosta said this might be problematic because the newspapers might use a certain
format for its legal advertising and it would be more costly to print what the City is requesting.

Ms. Dennis wanted to specify space between the paragraphs. This improves the
readability of the ad.

Mayor Tarver asked for public testimony.

Dave Lowell, 1479 Lexington Way, from the Independent newspaper, said the Tri-Valley
Herald was printing 12 lines to the inch during the past year. The bid submitted by the
Tri-Valley Herald is 14 inches per inch. He wanted to know if the Tri-Valley Herald will use
12 or 14 lines per inch after it is awarded the bid. He felt the newspapers should bid on the
format they have used for the City in the past.

Ms. Ayala asked if the Independent was published and distributed daily?

Mr. Lowell said no, the Independent is a weekly newspaper.

Mr. Pico asked if the Independent printed the legal ads for the City of Livermore.
Mr. Lowell said yes.

Ms. Ayala asked if the Independent had a larger circulation than the Valley Times?
Mr. Lowell said yes within the Pleasanton/Livermore area.

There was no further speakers.

Mr. Pico would like to see a fair comparison of the ads.

Ms. Dennis said the Tri-Valley Herald's ad is difficult to read. She asked if the ad could
be submitted with white spaces.

Ms. Acosta said the submitted bids could be rejected.

Pleasanton City Council 27 07/07/98
Minutes
