Roger Manning, 1300 Happy Valley Road, said that on behalf of the landowners he
wanted to personally thank Wayne Rasmussen, Roger Higdon, and Dave Iremonger, and the
Golf Course Committee who have spent countless hours on this project. The projected cost of
the golf course is over the original financing estimates, but this is due to the time it has taken
to move the project along. He said City staff has taken the time to address all the concerns of
the community, environmentalists, and the Golf Committee. The result is a great project. This
project will provide substantial income for the City. He urged Council to approve staffs
recommendation.

There were no further speakers.

It was moved by Ms. Dennis, and seconded by Ms. Michelotti, to approve the
clubhouse and facilities concept plans; authorize the preparation of the final construction
plans and specifications; and approve the following consultant design contracts: Robert
Lamb Hart, $208,505; Wiebe Associates, $95,000; Robert Gray & Associates, $22,234; and
Lowney Associates, ($21,575).
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver.
NOES: None
ABSENT: None
ABSTAIN: None

Item 6f
Review bids and award contract for legal publications. (SR98: 178)

Mr. Pico had a concern with the examples submitted for the legal advertising. When the
formats are compared, there is only a slight difference. He wanted to know if this had an effect
on the cost of the ad. He indicated the sample ad for the Valley Times shows 13 lines to the
inch with white space between the paragraphs, where the Tri-Valley Herald is 14 lines to the
inch with no white space. He asked if the standards had been changed for the legal ads. He
felt having no white space in the ad made the copy harder to read.

Ms. Acosta said every single time the legal advertising bids go out for bid the ads
submitted are different because the newspapers publish in different formats.

Mr. Pico said his concern was that the Valley Times ad was $.34 higher than the
Tri-ValleV Herald. He felt if the Tri-Valley Herald had added white space to its ad, the cost of
the ad would have been higher.

Ms. Acosta said the City does not suggest how the newspapers should submit its ad.

Pleasanton City Council 26 07/07/98
Minutes
