Mr. Swift said it could be established respectively. <br /> <br /> Ms. Dennis was concerned with establishing the benefit area tonight. She felt the in-lieu <br /> fee for the second story was not unusual. She did not want the benefit area smaller. She felt <br /> the Coffee Roast Express would be busy during the lunch hour. She supported staff's <br /> recommendation regarding the benefit area. <br /> <br /> Ms. Acosta said she has always envisioned that the benefit area would include the whole <br />downtown area. She said Council could start tonight to change the direction and look at the <br />Master Plan and determine how the City is going to get the parking area. She said it will be a <br />combination of financing. <br /> <br /> Ms. Dennis understood each property has a determined benefit area for the in-lieu fees, <br />not based on a Master Plan. <br /> <br /> Ms. Acosta said the downtown area has changed and the plan needed to be looked at <br />again. She felt most of the businesses that came forth in the future would choose the in-lieu fee <br />agreement. She said Council has a chance tonight to set a new direction. <br /> <br /> Ms. Ayala would support taking a new direction tonight. She said that with the parks <br />and trails plans coming forward, there would be an additional 100 parking spaces along the <br />right-of-way. She felt the downtown area needed to be considered as a whole. She said the <br />people can easily wall from one end of town to the other and should be encouraged to do this. <br />She felt the only way to resolve some of the parking problems is to construct a parking <br />structure. She wanted to address this issue immediately. She supported expanding the benefit <br />area. <br /> <br /> Ms. MicheloUi clarified that Mr. Churka's first application indicated the second floor was <br />going to be used for storage. Staff tried to encourage the use of the second floor. She felt in- <br />lieu fees should be paid in a timely fashion and not deferred because when the person that owns <br />the building does not pay the fee, the fee is passed on, to the tenants. She supported the benefit <br />area covering the entire downtown area. She wanted to work with the Pleasanton Downtown <br />Association so any fees collected in the future could be used towards a parking lot. She <br />supported widening the intersection at Ray and Main Street to help the traffic circulation. She <br />liked the increase in the square footage. She asked the Pleasanton Downtown Associate to look <br />into doing a parking survey. <br /> <br /> Ms. Ayala asked the rationale for not widening Ray Street. <br /> <br /> Mayor Tarver said Council did not want to widen Ray Street.
