Mr. Swift said twelve spaces would cost approximately $54,000. He said there is no <br /> identified site for the parking lot within that area. A number of different locations are shown <br /> in the downtown plan and he was welcome to look at the plan. <br /> <br /> Mr. Mendez said this project was approved in November 1995. The project is against <br />the General Plan, the Downtown Revitalization Plan and the realignment of Ray Street and St. <br />John Street. He said Mr. Churka has been given $25,000 in lieu of the realignment. He wanted <br />to know how many more times Council was going to let Mr. Churka use the taxpayers dollars. <br />He did not believe there was going to be any additional parking on the property owned by the <br />Alameda County. He opposed using the second story for rental space. <br /> <br /> Terry Mayse, 728 Saint John Circle, said he liked living close to the downtown area. <br />He does not have any problems driving the downtown area or with the parking. He said there <br />used to be a gas station on the comer of Ray and Main Street that caused worse traffic problems. <br />He felt progress needed to be accomplished and recommended facilitating whatever it takes to <br />get this project done. He would like to see the second floor utilized rather than be empty. <br /> <br /> There being no further speakers, the public hearing was closed. <br /> <br /> Mayor Tarver said the issues brought up tonight have been discussed over and over. He <br />said whether there is a parking problem or not depends on who you talk to. The residents know <br />where the parking is and where it is not. He was hopeful that the Pleasanton Downtown <br />Association and the City would work together to come up with a strategy to solve the parking <br />problem. He felt the downtown merchants needed to work together. He also has had no <br />problem parking in the downtown area. He believed there were some things that needed to be <br />worked out. He felt the whole downtown area should be looked at and not just one or four <br />blocks. He had a problem with the way the collections were being handled for the in-lieu <br />parking. He did not agree with the applicant deciding to take out the 617 sq.ft. just because of <br />the cost. He said the cost of the parking lots should be determined and the City should start <br />collecting the fees. He felt the City should have a Master Plan. He agreed with staff's <br />recommendation regarding changing the in-lieu fee process. He couldn't see telling Mr. Churka <br />he could not make full use of the structure. <br /> <br /> Ms. Dennis agreed with Mayor Tarver. She said when it is time to build the lot the <br />parking problem will be discovered if there is one. She did not oppose widening the benefit area <br />and asked if every business would be included. <br /> <br /> Mr. Swift said each agreement has its own area. Currently, the fees from a particular <br />business can only be used for the area designated in the agreement for that business.
