meeting of July 8, 1998. The recommendation is to not connect the intersection. In lieu of this
he suggested reconsidering whether the mouth of Ray Street should be widened by two feet. He
felt this would help address some of the local traffic issues. He asked Council to approve the
appeal.

Ms. Michelotti felt reconsidering the widening of Ray Street was a good idea and asked
Mr. Cooper if he supported the widening with possible compensation from Mr. Churlca and she
asked if he would support a much wider benefit district in regards to parking? She believed the
people who visited the downtown area walked the entire length of the downtown area and it
would not matter where a parking lot was located.

Mr. Cooper agreed.

Linda Adams, 159 Ray Street, said she lives on Ray Street and did not want it widened
because there is a speeding problem. She was concerned on how the parking requirement was
calculated. She felt the type of business should be considered when doing the calculating. The
Coffee Roast Express will generate more business on Saturday and Sunday, when there probably
would not be a parking problem. She said the only time she has encountered parking problems
is when the City closes down Main Street. She felt the City needed to look at where it wanted
parking and if there is a parking problem. If there is a parking problem then stop approving the
big buildings on Main Street. She reiterated she did not want Ray Street widened and asked
Council to grant Mr. Churka's request.

Roy Moret, 129 Sand Wedge, Walnut Creek, said he owned the building at 739 Main
Street. He has seven tenants in that building. He has always felt that there should not be
parking in a downtown area that hopefully is thriving. He recalled living in a city where he got
around by public transit. He supported Mr. Churka's concept of having the office space
upstairs. The problem he had was using the in-lieu fee for parking lots. He would like to see
the money used to encourage public transit. He mentioned an article in the June 8 issue of US
News and World Report where a city in Brazil started a land use policy that was geared toward
a city served by public transit. He felt the City of Pleasanton should use such a system and
promote public transit.

John Futterman, 648 St. John Street, supported the Coffee Roast Express. He felt the
City Council and the Planning Commission were doing a great job. He felt the Coffee Roast
Express was a great business and encouraged Council to approve the Churka's request. He said
he has never noticed a problem on Ray Street.

Joseph Mendez, 4479 Mirador Drive, asked what the value was of twelve spaces and
where is the parking going to be within the one block radius.

Pleasanton City Council 19 07/07/98
Minutes
