Mr. Swift said there were two units that were part of this parcel and another long narrow
lot on which Ken Gooch added a second unit. He said directly behind Lot two there is a unit
that fronts Kottinger and with the shared driveway of that unit, there is a unit directly behind
Lot one. The proposed units will be taller, because they are two story units. But he felt it
would not be any different than any other two story units next to one story units within the City.

It was moved by Ms. Michelotti, and seconded by Ms. Dennis, to adopt Resolution
No. 98-95, approving a negative declaration for the application of Albert William Esperson
Company, Inc., as filed under Case Z-98-02.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, and Michelotti.
NOES: Councilmember Pico and Mayor Tarver
ABSENT: None
ABSTAIN: None

It was moved by Ms. Michelotti, seconded by Ms. Dennis, to introduce Ordinance
No. 1756, to be read by title only and waiving further reading thereof, approving the
application of Albert William Esperson Company, Inc. for a planned unit development
rezoning and development plan approval as filed under Case PUD-98-02 with the condition
that the solid fence be at least six feet and that the lattice work be designed appropriately.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, and Michelotti.
NOES: Councilmember Pico and Mayor Tarver
ABSENT: None
ABSTAIN: None

Item 6b
Modified Implementation Plan for the Pleasanton Paratransit Service. (SR98: 167)

Jim Wolfe presented the staff report.

Eileen Morley gave a brief background of the Pleasanton Paratransit Service (Dial-A-
Ride) and the impacts on the system. Nelson/Nygaard Consulting Associates was hired in April
1997 to conduct an assessment of the existing service and to propose potential alternatives for
the program. Nelson/Nygaard's recommendation is to enhance existing services. The Human
Resources Commission has accepted the concept of the enhanced level of services. At the
September Human Resources Commission meeting it was decided to create a Paratransit Policy
Task Force. The Task Force endorsed an enhanced level of service and. those proposed
recommendations are being brought forth tonight. She listed the recommendations. She also
went over the time line for implementation and financial projections.

Pleasanton City Council 10 07/07/98
Minutes
