The bus turnout creates a very <br />narrow driveway and cars will have to back out onto a major street. He felt the project did not <br />fit this property. <br /> <br /> There being no further speakers, the public hearing was closed. <br /> <br /> Mayor Tarver said he expressed his concerns to the applicant regarding the access from <br />First Street, the size of the units and the floor area ratio. He agreed with the minority report <br />that the project should be smaller and reconfigured. He felt there could be access off Kottinger <br />without having to use First Street. He did not want to create any more First Street access <br />problems. <br /> <br /> Ms. Ayala asked if Councilmember Pico's concern was mostly access rather than about <br />the noise situation. <br /> <br /> Mr. Pico said the noise situation could not be solved. He felt the parking situation was <br />unacceptable. He said the applicant needed to be told it was a nice plan but that it would not <br />work for this property. <br /> <br /> Ms. Michelotti said a multi-family project had been approved for this property originally. <br />This is a single-family project. She felt the configuration of the homes was positive and that it <br />fit in with the other homes on Kottinger. She said it appeared that there is room to back a car <br />towards the garage and turn around. <br /> <br /> Mr. Pico said if there is a guest in the parking space the cars leaving would have to back <br />out onto First Street. <br /> <br /> Ms. Dennis said the parking issue is interesting. She mentioned she has driven down <br />First Street during rush hour and had observed cars back out onto First Street. She did not <br />notice a problem. For the most part that is how cars get out of their driveways on First Street. <br />She felt the problem on First Street was the noise. She thought the design of the project was <br />nice. She felt there were opportunities for some attractive landscaping. She did not have a <br />problem with the project. She felt people will live with the parking situation and not cause the <br />residents to have any problems. She did not want to send it back for a redesign.
